Cr Hunter (Acting Chair) opened the meeting at 9.10am and acknowledged that the meeting was being held on Bundjalung Country.

There were no declarations of interest.

 

Adoption of Minutes from Previous Meetings

 

Committee Recommendation:

That the minutes of the Biodiversity and Sustainability Panel Meeting held on 31 August 2017 be confirmed.                                                                                                                         (Westheimer/Sanderson)

 

The recommendation was put to the vote and declared carried.

 

Note: The minutes of the meeting held on 31 August 2017 were noted, and the Panel Recommendations adopted by Council, at the Ordinary Meeting held on 21 September 2017.

 

Business Arising from Previous Minutes

Staff Reports - Sustainable Environment and Economy

Report No. 4.1             Submissions Report on the Draft Byron Shire Flying-fox Camp Management Plan

File No:                        I2017/1343

 

Committee Recommendation:

That the Panel note this report on the draft Byron Shire Flying-fox Camp Management Plan and that it will be reported to the next available Council meeting.                                             (Westheimer/Sanderson)

 

The recommendation was put to the vote and declared carried.

 

 

Report No. 4.2             Presentation Biodiversity Conservation Strategy

File No:                        I2017/1432

 

Committee Recommendation:

1. That the Biodiversity and Sustainability Panel note the presentation on the Biodiversity Conservation Strategy.

 

2. That staff prepare a report to Council at the next available meeting on the progress of the Byron Biodiversity Conservation Strategy review, and that this report;

 

i.     Ensure the Strategy is consistent with regional plans, strategies completed since 2004

 

ii.     Ensure the Strategy is consistent with legislative changes completed since 2004.

 

iii.    Ensure the Strategy is reflective of current research and best practise into biodiversity conservation and management priorities.

 

iv.   Review vegetation mapping to reflect changes in vegetation extent over time and improve accuracy.

 

v.    Identify new actions to be included to direct future work priorities following consultation and input from stakeholders and the community.

Report No. 4.3             Resignation of Community Representative James Mayson

File No:                        I2017/1433

 

Committee Recommendation:

That the Biodiversity and Sustainability Panel recommend to Council:

 

1.       That the resignation from James Mayson be accepted and a letter of appreciation be sent to James thanking him for his knowledge and commitment to the Biodiversity and Sustainability Panel and Advisory Committee.

 

2.       That staff prepare a report on the terms of reference for the Biodiversity and Sustainability Panel including alternate membership options, meeting process and procedures for the next available Council meeting.                                                                                                                (Westheimer/Sanderson)
