Submission - Byron Shire Draft Community Strategic Plan 2028
Overarching Comments
· Document has low readability for vision impaired audience. After scanning in A3 and printing in black & white the reader was still unable to read it. The document was photographed so it could then be blown up.
· Q – Is the document compatible/useable with vision impaired software?
· Use plain English to explain throughout the document. It has been written as if the reader was aware of all Councils undertakings and jargon.
· The Draft Community Strategic Plan 2028 appears as more of a Council PR document rather than a critical local planning document e.g. the document images are not representative of our community. There are 22 images which include 5 surfers and 10 of Council information stalls.
· Prefer less photos to reduce the size of the document and have more graphs and info-graphics to support the content
· There is mention of Phase two in Section 8. This should be explained better and mentioned/introduced in Section 2 on Page 5.
· Title page should state ‘ Phase One’
Page 4
· Is the wording of the Acknowledgement of Country correct?
Page 5
· Para 1 – Who are the partners including? E.g. Financial Partners?
· Para 4 – Delivery plan / Commitments : Strategic Plan doesn’t outline what or how disability objectives are being actioned or measured
· The current Delivery Plan and Operational Plans do not currently meet Council’s requirements under the Disability Inclusion Act 2014 (NSW)
Page 6
· Para 4 - Equity: ‘for those in need’ rephrase to ‘people experiencing disadvantage or who are in need’
· Para 8 – Rights: should be expanded to read ‘with opportunities provided for people from diverse linguistic, cultural, socio-economic and religious backgrounds…
· Para 9 – could also expand further: Council is committed to accessibility and inclusion promoting equal rights for all members of the community, including people with disability and gender and sexually diverse people.
Page 7
· Better use of space required to clarify statements
· Para 3 – Who we are:
o not diversified/ we are not primarily surfers
o need to highlight artists and also mention below:
o single parents with children including gender breakdown
o unemployed
o indigenous
o homeless
· Use of a pie chart or similar to show census demographics clearly
Page 8
· Need data added to show stats for people living with disability - data is currently missing
· Figures are not current Byron statistics
· Greater analysis of data required
· Full time employment vs. part-time casual and vocational data expanded
Page 9
· Page Contents appears to be a short summary of Page 8 with vague statements
· Para 4 – provides stats for couples with children, says higher proportion of single-parent families but gives no stats – gender breakdown of single parents would be useful
· Between Para 5 and 6: Disability information needs to be included
Page 10
· What are the unique differences between the towns and villages – opportunity here for the highlight the differences and build from them in the demographics e.g. Top 3 of each town
· An opportunity to show the protected areas on this map also – speaks to beautiful natural environment
Page 11
· Para 4 – Where were workshops held?
· Para 4- ‘Harwood’ what is this referring to?
· Be clearer on the consultation that occurred and leave Harwood out as its confusing
Page 12
· Font and Design not visually accessible
Page 13
· ‘Staff don’t trust Community’ – what is this statement referring to?
· Meaningless comments on the page as context isn’t clear
Page 14
· Another page of meaningless data with no context or clear use
· Accuracy of the data and the statements
Page 15
· Para 1 – Acronym CSP not used previously, needs to be written out
Page 17
· The image used is in poor taste. The content on this page is discussing disability and inclusion – the image is not reflective of this and includes stairs that make an iconic spot inaccessible for people with mobility issues.
· The data about DIAP planning should not have its own heading; it needs to be incorporated into section 4.
· The data about DIAP planning is mis-formatted: the sentence beginning ‘Priority areas for improvement’ needs to be a new section. First half of the information is good practice, but the second half is where improvement is needed.
· Point 2 – “Current flexible work practices for staff’ what are these?
· Point 4 – “Social procurement partnership to provide employment opportunities for local people with disability” What is Social Procurement?
· Point 5 – “Universal design recognised in recent sustainable housing initiatives” What is Universal Design?
· Point 13 – “Inclusion awareness and training for staff” and community
Page 18
· Para 1 – “community is empowered “Should read ‘supported to be empowered’ or ‘we have an empowered community’
Page 19
· Point 2 – We need to do more than celebrate. We need to be fostering culture
· Point 2 – Culture is referred in an overarching way where in reality there is a multitude of cultures.
· Para 5 – Need to note refer page 26 Section 8
· Place Page 8 Section 8 next to ‘achieving our vision ‘on page 19
Page 20
· Overall language used in this section is poor – needs to be directed at now and not future.
· Heading 2 - WE HAVE INFRASTRUCTURE, TRANSPORT AND SERVICES WHICH MEET OUR EXPECTATIONS – Needs to be a stronger statement.
· Point 2 – ‘Towns and villages to be’ Should read Towns and villages ‘that are’.
· Point 2 –“by our transport network” What is out transport network?
· ‘Supporting Strategies’ table:
o Table is not clear or focused on the improvements
o 1.2 – “acceptable community standard” Acceptable to who? Acceptable is intangible, unmeasurable. Need to use bench marks, world/ Australian standards.
Page 21
· Language needs to be stronger and direct.
· ‘Supporting Strategies’ table:
o Examples to showcase the point being made
Page 22
· Supporting Strategies’ table:
o “3.2 Strive to become a zero emissions community” – specify what emissions?
Page 23
· Language needs to be stronger and direct including heading.
· Point 3 – Who controls the cost of living in Byron Shire to be affordable? Affordable for whom?
· Point 4 – “Opportunities for employment, study and vocational training will be expanded and diversified” no vision in how it was written – there are opportunities now but these are limited/inadequate.
· Point 5 – “Tourism to be managed in a way that has a positive impact for locals” – Could have a negative impact, who is measuring it? Quantified?
· Supporting Strategies’ table:
o 4.2 – Where are the appropriate housing locations/
o 4.3 – Point needs to be in line with referencing another document
Page 24
· Language needs to be stronger and direct including heading.
· Strategic Context – Para 3 insert “transparent” …This includes sound and transparent management….
· Supporting Strategies’ table:
o 5.1 – Is the decision making a tick box?
o 5.3 – Who supports councillors to carry out their duties, bureaucracy or community? Is this an internal comment?
o 5.5 – Deliver a ‘higher’ level of customer service
Page 25
· Section 8 needs to go next to Section 7 for better flow and understanding of the document
· Para 1 – Phase two is mentioned – When is Phase two and what is it?
· Para 4 – How will progress be measured when measures have not been developed?
· When is the entire suite of documents being released?
Page 26
· Para 1 – “This CSP will be reviewed again at the start of the next Council term in 2020, however this is an opportunity for Council and the community to build on the engagement which has taken place and shaped this Plan.” This statement is not clear. Will there be another opportunity in 2020?
· Para 1 – Typo in last word “ownership of working towards the community Vision articulated in this Plan.”
· Para 2 – How will the Council report back to the Community?
