Cr Ndiaye (Chair) opened the meeting at 3.45pm and acknowledged that the meeting was being held on Bundjalung Country.

Declarations of Interest – Pecuniary and Non-Pecuniary

 

Lisa Hochhauser declared a non-pecuniary interest in Report 4.1. The nature of the interest being that she has previously volunteered information for the project.

 

Adoption of Minutes from Previous Meetings

 

Committee Recommendation:

That the minutes of the Public Art Panel Meeting held on 26 April 2018 be confirmed.

The recommendation was put to the vote and declared carried.

 

Business Arising from Previous Minutes

 

A need has been identified to seek more members of the Public Art Panel and an advertisement is requested to be distributed calling for nominations.

 

 

Staff Reports - Corporate and Community Services

Report No. 4.1             Public Art Proposal - Mullumbimby Gateway Sculptures - Repair, Refresh and Renew

Committee Recommendation:

That the Public Art Panel recommend to Council to support the project in principle, but do not currently have the funds to contribute to the maintenance of the sculptures.

Report No. 4.2             Public Art in Byron Bay Railway Square Precinct

File No:                        I2018/817

 

The Public Art Panel received a presentation from Plummer and Smith outlining the concept plans for Railway Square upgrade and proposed approach to public art.

The Panel requested:

1.   That Plummer and Smith provide the draft commissioning brief to circulate to Panel members for feedback and consider the draft Public Art Strategy when developing the brief.

2.   Once the commissioning brief is finalised, that the final version be circulated to Panel members for them to distribute to their networks.

3.   That Plummer and Smith shortlist the expressions of interest received down to a manageable number (eg 6) to bring to the August Public Art Panel meeting for the Panel to assist with shortlisting down to the final 2 or 3 artists who will be requested to develop their concept designs further.

 

 

Report No. 4.3             Draft Public Art Strategy - submissions received from public exhibition period

Committee Recommendation:

That the Public Art Panel recommend to Council to adopt the draft Public Art Strategy noting that changes have been made to incorporate feedback from the submissions received during the public exhibition period.
