Due to Cr Ndiaye advising a late arrival, Peter
Wood (Chair) opened the meeting at 10.05am and
acknowledged that the meeting was being held on Bundjalung Country.

Declarations of Interest – Pecuniary and Non-Pecuniary
Kelly Reiffer declared a pecuniary interest in Report 4.2
Railway Square Public Art project. The nature of the interest being that she
has put in an expression of interest. Kelly elected to leave the meeting during
the discussion of this item.
Adoption
of Minutes from Previous Meetings
Moved:
That the minutes of the Public Art Panel Meeting held
on 26 April 2018 and Extraordinary Public Art Panel Meeting held on 15 May
2018 be confirmed.

Report No. 4.3 Brunswick
Nature Sculpture Walk - approval of sculptures

Committee Recommendation:
That the Public Art Panel recommend that Council:
1. Note
that the Public Art Panel has considered each artwork submission for the
Brunswick Nature Sculpture Walk, for consistency with the Council’s
Public Art Policy, Strategy and Guidelines and Criteria.
2. Note
that the event organisers have engaged structural engineers (Ardill Payne and
Partners) to assess the installation of the artworks prior to the event
opening and access by the general public.
3. Accept
the two proposed permanent artworks as a legacy of the Brunswick Nature
Sculpture Walk - Allen Horstmanhoff’s Artefact of Things Past and
the Labyrinth in the locations identified, noting that an agreement
has been reached with the artist for the Labyrinth that the artist will
maintain the artwork once installed.
4. That
the judges for the permanent acquisition prize to which Council contributed
financially provide their top three preferences to the Public Art Panel with
a recommendation for the winner for the Public Art Panel’s endorsement.

Report No. 4.1 Bayshore
Drive Roundabout Public Art Project

Committee Recommendation:
1. That
the Public Art Panel recommend to Council that Corey Thomas is appointed from
the shortlisted artists and be granted to commission for the Bayshore
Drive Roundabout Public Art Project, subject to: the sub-committee on the
project being satisfied that the engineering, fabrication, timeline and
budget have been well considered and confirmed.
2. That Council note
that the sub-committee on the project will work with the selected artist
to facilitate the delivery of a successful project.

Report No. 4.2 Railway
Square Public Art project in collaboration with Plummer and Smith
File No: I2018/1163

RECOMMENDATION:
That the Public Art Panel select up to four
artists to move to stage 2 of the commission and develop their concepts
further for the Railway Square (Sculpture Work) public art.
Note the Public Art Panel selected two artists to contract
for further concept development.

Report No. 4.4 Proposed
Amendments to the Public Art Chapter of the 2014 Development Control Plan
File No: I2018/1165

Committee Recommendation:
That the Public Art Panel recommend that Council place the
proposed amendment to Byron DCP 2014 Chapter D8 - Public Art (and
consequential amendments to Byron DCP 2014 Part A – Preliminary) on
public exhibition for a period of 28 days, pending further research and
clarification to the Public Art Panel around the residential developments the
Chapter may apply to.
