Minutes of the Public Art Panel Meeting held on Thursday, 9 April 2020

Cr Ndiaye (Chair) opened the meeting at 2.00pm and acknowledged that the meeting was being held on Bundjalung Country.

Declarations of Interest – Pecuniary and Non-Pecuniary

 

Jack Dods declared a non-pecuniary interest in Report 4.3. The nature of the interest being that Jack has provided a proposal to the same developer on a different project in the Ballina Shire.

 

Adoption of Minutes from Previous Meetings

 

Committee Recommendation:

That the minutes of the Public Art Panel Meeting held on 14 November 2019 be confirmed.

The recommendation was put to the vote and declared carried.

 

Business Arising from Previous Minutes

 

A verbal report was provided as follows.

 

Work has commenced on two of the strategic priorities listed by the Panel at its November meeting and subsequently resolved by Council:

 

1.       Suffolk Park Recreation Grounds: Council resolved to develop a masterplan for the area at its February ordinary meeting and public art will be included in the development of that plan.

 

2.       Water & Sewer project: discussions have been taking place however this has been deprioritized in view of the pandemic. The preference is for low maintenance options for any public art on infrastructure.

 

Creative Mullumimby has approached Council seeking guidance regarding Council processes for public art.

 

Memento Aestates artwork – Council staff are working through heritage advice in relation to the location of the sculpture.

Report No. 4.1             Draft Public Art Annual Small Grants Program

File No:                        I2020/177

 

Committee Recommendation:

1.       That the Public Art Panel provided the following feedback on the draft Public Art Annual Small Grants Program: strengthen references to local artists (being from the           Northern Rivers area).

 

2.       That the Public Art Panel recommends to Council to adopt the Public Art Annual Small          Grants Program, incorporating feedback provided, and prepares to advertise the first       round.

Report No. 4.2             Update from Creative Mullumbimby - Mullumbimby Sculpture Walk

File No:                        I2020/367

 

Moved:

That the Public Art Panel recommends that Council approves the location of Immaculate Concept of the Mind sculpture as remaining in Palm Park on loan from the artist, noting the work was selected as an acquisition prize for the Mullumbimby Sculpture Walk as per the DA approval.

Report No. 4.3             Public Art in development - 139 Jonson St Byron Bay

Moved:

That Council notes that the Public Art Panel reviewed the Preliminary Public Art Plan for 139 Jonson St, Byron Bay and provided feedback and comments to enable the assessment planning officer to proceed with the DA assessment process.
