1.    Background

The former ‘Roundhouse’ site has a long standing history that dates back several decades.

The Land was originally part of a dairy farm, but from around 1969 was used as a sales office for the Ocean Shores development and accommodated a sixteen sided circular building – the “Roundhouse”. 

 

The Land was zoned Special Uses 5(a) – Community Purposes under Byron Local Environmental Plan 1988 (LEP 1988) and on 27 July 1990 the Land and Environment Court ordered Council to compulsorily acquire the Land. The land was acquired by Council on 26 July 1991 and the building demolished in 1993.

 

Rezoned to 2(a) Residential Zone in July 1996, the site was then reclassified ‘operational’ land in March 2002. Development consent for subdivision of the land was granted in April 2003. In July 2014, the land was zoned R2 Low Density Residential under Byron LEP 2014.

 

Subdivision works consequently commenced and were completed in 2014. The blocks were sold at the end of 2015.

 

The ‘Roundhouse’ house land asset has been part of Council's Financial Sustainability Plan for the past four years.  Developed to restore Council’s long term financial sustainability, the plan reviewed how assets can be better utilised to either release funds into new infrastructure projects or retire debt and save the interest 

 

For many years, the north of the Shire has needed upgraded infrastructure and following the state governments Fit for the Future reforms, Council resolved to reinvest the net income from the land sales back into community assets primarily in the north of Byron Shire.

Net income from the land sales was $3.8 million, of which $0.8M will be spent on new projects and $3.0M on asset renewal projects, north of Brunswick River.

Of the $3.8M:

·    $466,700 has already been allocated to the pavement renewal of Kolora Way between Shara Boulevarde and Nathan Court

·    $467,268.05 has already been allocated to the new works of the North Ocean Shores Sports Fields

Council at its meeting on 25 February considered a report on how the balance of the funds could be spent and resolved:

 

1.    That the community be invited to consider the following:

a) a shortlist for renewal works as seen in Table 2.

b) 2 options for the proposed $330,000 budget which will include:

option 1 Waterlily Park Playscape $330,000; and

option 2 Fern Beach Playground $59,000, South Golden Beach Hall Playground $59,000, Waterlily Park Playscape $100,000 and Devines Hill board walk and amenity improvements $112,000.

 

2.    That the results of the community consultation be reported back to Council.

3.    Consultation approach

Byron Shire Council carried out consultation from Monday 11 April to Monday 9 May, 2016.  The purpose of the consultation activities was to inform the community and local residents on the thirteen shortlisted renewal projects options and to provide the community and stakeholders with the opportunity to provide feedback.

 

The consultation objectives were to:

1.    Build relationships with stakeholders in the north of Byron Shire.

 

2.    Encourage residents in north of Byron Shire to review the Council prioritised works shortlist and provide feedback on their support or other recommendations.

 

3.    Work collaboratively to arrive at a list of priority projects to expend the funds derived from the Roundhouse land sales.

 

4.    Encourage the use of and commitment to community facilities and spaces by including local stakeholders in the planning processes.

Community members were encouraged to provide their feedback, leave comments and make submissions at the information stands, online or via mail, email or phone contact with the project team.

5.    Consultation results

During the consultation period, Byron Shire Council received 5 submissions from community members via email, phone and mail. A total of 257 online budget allocators were completed and included 172 issues were raised in the submissions received. The online budget allocator allowed the community to spend up to $2.86 million out of a potential $4.9 million. Plus, 5 brainstormer feedback suggestions and 32 map pinpoints suggestions were received.

 

When reviewing the issues, it is important to note Byron Shire Council will take into account the status of the road asset, its respective renewal priority and community feedback in order to help arrive at a preferred outcome to allocate funding.


 

5.1     Playgrounds and Open Spaces – quantitative results

 

From a quantitative perspective, community feedback has shown that the preferred $330,000 spend on Playgrounds and Open Space should be allocated to Option 2 with the funds spread over a number of projects (refer Chart 1) with 75% of the respondents choosing this option.

5.2     Road Renewals – quantitative results

 

On the issue of Road Renewals, the results were considerably closer with support for the eleven short listed projects ranging between 7% and 11% (refer Chart 2 below).

1.  Balemo Drive

Balemo Drive Ocean Shores should be under consideration for a serious upgrade. It was torn apart by the heavy-vehicles using it as an access road during the highway construction and has not been fixed properly since. The subsequent pothole damage made worse by repeated heavy rains and continual patching is ridiculous and dangerous, as are most if the main arterial roads throughout ocean shores.

After review of the submissions this project has not been proposed for funding in the report to Council on 9 June 2016.

 

2.  Balemo Drive

Please add Balemo Drive (north end).  Playgrounds need to have disabled access to play ground/parks including the play equipment. Pathways need to be accessible by wheelchairs - no gravel.  Transfer hoist required at playgrounds to shift child/person onto the equipment - will protect injuries to the carer and disabled person.

3.     Balemo Drive

There are other roads and streets of high volume traffic use eg Balemo Drive, which would benefit from road funding.
I would have liked to know more about the park budgets in terms of what will be built for dollars outlayed.

8.     Coomburra Cres

I consider the work on Coomburra to be of utmost importance due to the safety issues involved. This is a very steep street with sweeping corners that are very uneven. I also consider the allocation of funds to waterlily park important. This space has great potential but is currently difficult to access and poorly maintained.

9.     Coomburra Cres

I have lived off of Coomburra for 20 years the road is in a terrible and dangerous state.
I would love to see this road resealed. Travelling on this road is highly undesirable as there is more pot holes then road and to see the continual re fill of holes seems like a bad way to handle the situation.
Surely it would be cost effective to fix it properly.
I also think that it devalues our properties.
I could go on and on but I think I would only be stating the obvious.

Coomburra Crescent is my most immediate concern.  The surface is in a very bad condition which does no good to vehicles, but ... most importantly, there will be an accident eventually as people often drive down the wrong side of the road to avoid the bad surface.

My number one road priority is Coomburra Crs.  I would also have selected the shared path along Kolora Way to Redgate Road for kids to cycle across that dangerous bridge and skinny road, but it was not on the list of options. Some one will kill a cyclist or pedestrian there one day.

I live on Coomburra Cres and it is a disgrace. It is a major bus route and is in desperate need of a full reconstruction. The noise from utes, trailers and trucks rattling down the hill is constant. Orana road is not far behind.

Would also be good for you to fix the roads of Coomburra road, such as Kiyung Court, very bad at the moment needs all of the potholes fixed not just a few?

Bicycle paths should have priority in an environment such as ours to encourage healthy, non polluted living. Children have very few safe options. At least put cycle paths on main roads.

I read the NSW government has committed $37 million to pathways and cycleways in NSW, including Northern Rivers. I live in Ocean Shores, where it is impossible to walk anywhere except down Raja Rd to the shops. We are desperate for a pathway along Warrambool Rd to the beach, or even to Devines Hill. In Ocean Shores, you have the choice of walking on the road or walking on what is usually a very boggy greensward. This could be such a healthy place to live if it had walking paths. It would also increase the friendliness of the community, rather than watching everyone drive by in cars. It is time to make walking a priority in Ocean Shores. Then the road would be used less!

Fixing the roads in this area is a priority and building a connecting bike path from the Old Hwy via Balemo Rd to Orana Rd is also important.

Council's highest priority for infrastructure works in 2003 was cycleways to provide active transport across the Shire, and you completed a Bike Plan in June 2008.  If you're truly sincere in providing proper playground facilities in Ocean Shores, then you need to link the RTA cycleway from Brunswick Valley Way, along Balemo Drive (eastern side) and continuing along Orana Rd, (including a road crossing at the entrance to Waterlily Park) continuing along Orana, turning right down Yengarie/Rajah Rd to the Ocean Shores Shopping Centre.  Our rates and roads2recovery should be funding our road reconstruction, NOT sale of Council properties in Ocean Shores.  We would estimate the funding for these much needed cycleway to be $600,000 to finally provide safer, healthier active transport for the north of the Shire.

I believe that the community should have had more in put into the projects that are being considered. Apologies if this did happened, I definitely didn't know about it if it did. Council also needs to ensure that they can maintain the current and any new infrastructure that is completed. I also believe the inclusion of cycle foot paths from North Ocean Shores connecting to Ocean Shores Shopping centre would be a great benefit the community. This should also include sufficient street lighting.

Please address cycle way footpaths along Balemo drive to Orana road full length of both roads down yengarie way to rajah road   To connect existing footpaths at the ocean shores centre. We have only be waiting for 8 years for this to happen also using all the funds on road repair is just as waste as in 12 months time they will all be full of holes again and there will be nothing to show where the money went. Time for some badly needed permanent infrastructure for the whole community. Thank you.

A footpath/Cycle path along Orana Road down to the beach. the path would need to start at the end of Warrambool (corner of Warrambool and Orana) down the steep hill toward the beach to the New Brighton Bridge.

With regard to option 2 playground options I would suggest that the Devines Hill board walk NOT be done and that the available funds be spent improving the cycleway from the South Golden Beach hall to the New Brighton Rd as this is a highly used cycleway which needs upgrading. The resurfacing of Beach Ave should also be done from the curb and gutter cut-off to the north to the levy crossing on Redgate Rd as this is the primary walking and cycleway used by all age groups in SGB.

35.    Cycleway/footpath + lighting

Road renewal should not rely on the funding gained from the one off sale of land. Road renewal should be provided from recurrent Shire funding or sought from other special State or Federal funds. What is budgeted from recurrent Council funds that would match any use of these funds for that purpose?
I wanted to express a high priority need not reflected in the choices. Ocean Shores has no proper walking path/cycle ways on most of the important walking and cycling routes. There are no verges on the road and it is very unsafe to walk and cycle to the shops and beach. Orana and Rajah Roads at the very least should have this infrastructure. Better lighting at night is also an important security issue. People should be able to walk or cycle safely and securely in their local area rather than relying on cars all the time.

This road stuff should be council's responsibility anyway. Not a good way of spending bonus funds. How about a bike path? How about a safe path to get from the path at the end of Shara blvd to the path at the end of rajah Rd? Please allocate maximum funds to water Lily park. It is very sad. Fern beach already has tennis/basketball court that kids can skate on. Water Lily only has a fenced off court that kids can't use and pitiful play equipment for so many families.

I feel that the community has genuine suspicions that they are being dealt a 3 card trick in that much of the work proposed should have been undertaken as part of expected [overdue] work not carried out in previous years by a Council which is strongly Byron-centric. I have lived in Ocean Shores for over 20 years and in all this time we have not had an effective voice on Council and probably never will because of the influence of self interested minority groups who continue to divide the community to pursue their own "band-wagon"causes, the Roundhouse sale being only 1 instance of these peoples negative effect on progress within the community. Perhaps some of the money available could be used to set up a truly independent and democratic Community group although I fear that the current "politicers" would find a way of controlling such a body and it would therefore be ineffective.

Safety first! The north of the Shire is lacking a lot of amenities and a central gathering point, such a shame the Roundhouse project did not get the support to go ahead. For issues and infrastructure that need community discussion, would Council please set up community forums and not instead give associations with no membership base a right to speak on anyone else's behalf.

Repair Eureka Way, Tindarra, Narrogal Court = all need resurfacing. Ocean Shores looks like nobody cares. No reserves are mowed. Byron is disgusting. All the roads need doing.

It seems all suburbs in The Byron Shire except Ocean Shores have footpaths.  I would like to see a footpath along Balemo drive and Orana road connecting onto the footpath that runs along Brunswick Valley Way past the football field.  Mothers need to be able to safely walk their baby in prams and children need to be safe near roads.  Road maintenance is a basic council duty and does not add to our amenities.

Also, as per my budget being massively under, I would go with both playground/amenities improvement options - full $330k playground for waterlily park, and the other $330k for the other playgrounds + lookout boardwalk improvements. I may not be around the reap the benefits of any upgrades that 2023!

- creating a footpath/ cycle way along Kolora Way to link up to the existing one at Red Gate Rd (not sure if this is included in the Kolora Way option but I don't think the road actually needs upgrading/ widening).

Helen Street - Always been a big drainage problem here with mosquito borne viruses likely in huge areas of stagnant water. Time to choose a strategy and make it work - drain to road and have gutters and under drive drain, drain to rear and clear canal style drains or remake culvert drains in grass verges. Edges also need repair to give more safety to bikes and pedestrians and parking.

I actually don't care too much about the identified priorities and just chose the cheapest. I did register to do my own budget but the link didn't work and I don't have the time to muck around and get it sorted so here I am. We live near the lookout at 20 Warrambool Rd Ocean shores and cannot get internet! Seriously! Neither can our neighbours. Apparently council has limited influence. Really? I find this absolutely ridiculous. We pay our rates like everyone else but unlike most others in the shire we have no internet option since Linknet went out of business at end of January this year. This was mainly due to NBN rolling out... the irony?! NBN won't be coming to our street for at least another 2 years. Absolutely not good enough! I study online and work online. I end up at the library or at WIFI cafes most days. Today I am in the library at Byron (which is only open 3 hours on Saturday!) which takes me away from my young family just so I can get some work done. IT is creating a lot of stress in our family. We have our mobile phone internet data which we can share with our computers and other devices but it is painfully slow and usually I give up trying. Surely there must be something that can be done. The reason our household and neighbours cannot get service is due to a few trees being in the line of site to the relay tower at St Helena. Wires Broadband AKA World Without Wires are happy to speak with council and said that another relay tower or the trees being removed would mean we (and our neighbours) could get internet. We are thinking of moving but are trapped really as who wants to live in a house without decent internet in this day and age???
Footpaths on Warrambool and Orana Roads should also be a priority

if you are considering the roads in Sth golden bch, you must add curb and guttering, the four streets Helen, peter, robin and Gloria, are
third world, every time it rains water pools, and becomes a health hazard, ie liza virus, certain residents have raised their driveways

Dear Council, Firstly congratulations on this initiative and public consultation.
I just want to check that the works planned for Kolora Way from Natan to New Brighton Road would include a pedestrian walkway beside the road in this area. There is a very dangerous section leading up to and after the road bridge on New Brighton road. The bridge it self has a small pedestrian path attached, but the road before and after is very narrow and there is no where to walk without stepping out into the narrow road. A lot of people use this road for walking and running, as do cyclists etc. This is the biggest priority in Ocean Shores that I can see. It really needs to be fixed before someone is hit by a car. The traffic speed there is 60km p/h so there is not a great deal of time to take precautions as people drive around the bend at 60km p/h.
The other thing I noted today when visiting the New Brighton Farmers market, is the state of the public toilets. In the means there are no locks on either the door into the bathroom or into the toilet cubicle. It looks like it hasn't been painted or maintained in a very long time. The toilet was reasonable clean, but could really do with an overhaul considering how many people use this facility for sports and markets.

Hello....... I was disappointed that I could not choose an option to: Continue the pedestrian pathway on Kolora Way. (I had to click on a random option, which is not 'my say', in order to raise this issue, so please dont take my choice into consideration, as they are not priority)..... PRIORITY NUMBER ONE: The pedestrian/bike path ends just before the traffic bridge (heading south on Kolora Way). Pedestrians and cyclists continuing along Kolara Way, are forced to step out onto the very narrow road before we can join the path again as the erosion around the creek has removed all trace of a path. My 3 year old son, fell into the swamp a couple of years ago, as I was doing my best to keep him on the extreme left side of the road. There is approx 5-10 meters where there is literally no path/ground for pedestrians to walk on. Please. please. fix this, it is an accident waiting to happen. thank you for you time. much appreciate.

It seems crazy that we have to get in the car and drive somewhere to find a good playground. If we could have something a bit like Knox Park in Murwillumbah, that would be fabulous.

It is far too easy for people to speed through New Brighton making it very dangerous for pedestrians and also very noisy for residents. the footpaths are frequently used as car parks which mean pedestrians and cyclists are forced to walk on the road. Speed mitigation and reduction of traffic flow is critical in recognition that this is a small village and the road is not suitable to carry high volumes of traffic.

North Head Road is very busy with traffic to the car park at the end of the bitumen carrying walkers (and dogs) and fishers to the beach all day long. It needs to be rebuilt completely. The idea of putting minor side streets in South Golden Beach on your list and omitting North Head Road is ludicrous. How many cars a day go down North Head Road compared to Helen Street? Are you serious?

At least 80% of the suggested projects are located in New Brighton and South Golden Beach. I understand that locals in these suburbs are way more vocal. Would love to see more balance in future suggested projects based on # of residents in Ocean Shores, regardless their lack of voice.

Also, would love to see allocation of more funding towards facilities projects on the expense of road infrastructure - primarily projects that will increase accessibility to public spaces in Ocean Shores. For example - a boardwalk along public spaces of the river (behind the shopping centre), or a youth sailing school in the North bank of the river, opposite the Marina in Brunswick Heads .

It would be nice to have parkland put along side the Ocean Shores Shopping village there is no access to the river for the young people. Young children and elderly people are taking their lives into their hands crossing a now busy road.  And it would be good to have speed bumps in Coomburra Crescent if you repair it as it is a race track now and would be worse when the road is repaired

 Peter Street is absolutely appalling. Whilst on holiday visiting family there, I tried to walk from Robin Street to Peter Street just as it became dark. I had my baby strapped to my body in a baby carrier as I figured this was my safest option considering the condition of the roads. Whilst walking I tripped several times in the many pot holes in the roads however one pot hole in particular on Peter Street brought me crashing down falling on top of my baby. My poor little girl received a severe cut to her head, and bruising and cuts on her left hand. I twisted both my knee and my ankle, rendering me unable to walk for the remainder of my holiday. I was hysterically upset knowing that I had hurt my little girl but also in much pain from my injuries. Byron Council are lucky that I have not pressed charges!

I am a local resident (& rate payer) with a 3yr old daughter, we spend much of our time visiting parks outside of this area (mostly going to the Tweed Shire) because there are no decent playgrounds in the Ocean Shores area.

Where funds are allocated, the local community will be consulted on the final design of the playground.

Even though I am part of the waterlily Playscape group I would like to see the $330k split evenly across the whole community.  Our community has been divided too much and I would like to see this funding bring our community together with all of the separate areas benefitting.

The south side of ocean shores does not have any public parks for recreation.
Future should consider purchase of the Baptist church for a future library, dog and children’s playground. There could be a fenced playground at the front of the hall and there is a side playground for dogs. There is also room for a carpark. The Brunswick library is too small, no break out rooms, has no carpark and has no room to move.

The Brunswick library land/church has high property value, compared to Ocean Shores. Purchase of the Baptist Church which has an already large building plus the additional land footprint is planning for the growth of the North Byron Community.

The Ocean Shores Community Centre is under high demand during peak times after school 3pm until 7:30pm. The building also has no front entrance or connection to the street of Rajah Road.  A front entrance with public art of the story of Ocean Shores from indigenous, the dairy settlers, and the development of OS into the community today is suggested to assist with giving Ocean Shores the identity it needs.  Also an extension of the meeting room and change of flooring and some small consult rooms and public seating is suggested.

I would allocate more funds to local playground amenities for children to build a significant and up to date exploration/playspace in south golden Beach
I would allocate more funds towards a large explosion/play area for South Golden Beach
which is very poorly serviced in this area.  Resurfacing roods is important but it will be useless unless the street drainage issues are addressed. Helen Street east has no piped gutter drainage and floods each time it rains. Any resurfacing work will be impacted by this.

Option 2 provides for a $59,000 budget allocation for a playground at SGB.

In the event that Council resolve this option, further consultation will be undertaken.

We need our playgrounds to have covers so our kids don't get sunburnt/we can take our kids there even when the sun is shining!  Also the South Golden Beach Community Centre playground should be replaced.  Thank you!

I lived in South Golden Beach 2003-2005 for eighteen months, the roads were then sub-standard , I have been back here nearly two years and would now describe the roads as pathetic , the on going filling of holes is a waste of rate payers money ,as soon as it rains the holes re-appear .
The access footpath/bicycle track to the beach along Redgate Rd needs more constant attention for the safety of the multitude that use it.

Firstly, part of River street was done around 4 years ago, I hope you do not plan to do it all.
Also - The new sport field at ocean shores, Several people from the community asked to add a basketball court. There is no one full basketball court in Ocean-shores/New-Brighton/South-Golden-Beach/Brunswick heads. Kids have to travel all the way to Mullum or Byron Bay if they want to play basketball. It is a small investment and requires no maintenance.
Lastly - I believe that instead of doing the small streets in South Golden Beach you can instead redo the big one in the neighbourhood: Royal Avenue, which is exactly in the same condition as the small ones, but have more traffic.

I served 8 years on Byron Council's Cycleways Committee to finally deliver a Cycle Plan for this Shire in 2008. Balemo Drive and Orana Rd were high priority in Ocean Shores to connect our kids to Schools and Parks, but this still has not happened. Please provide the cycleways you promised in 2008.

This is urgently needed to assist mothers pushing strollers. At present they walk in the road which is extremely dangerous. It would make riding to school safer and would connect to the bridge making access to Billinudgel either by foot or cycle.

The clearing and fencing of the south golden beach easements were scheduled for last year. They were postponed and there has been no update since. The are hazardous, overgrown and a fire risk.

In just as bad a shape as Peter, Helen and Robin Streets but still not considered in budget! Hasn't been resurfaced since first laid. Huge potholes with stagnant water for a week or two after rain as swales haven't been maintained in 16 years and some driveway cross overs don't have culverts.

fix Coomburra Drive properly. The whole road needs to be ripped up and remade as filling in potholes does not work. Many people drive on the wrong side of the road to avoid potholes which could cause a serious accident or damage the suspension of cars. This road has been an on-going problem for years.

We have no curb and guttering nor are there properly constructed footpaths, so you have parents with babies in strollers with no where to walk but the middle of the road, which in this day an age is not only unsafe but just plain ridiculous. This matter needs URGENT attention before someone is killed.

26.       SGB Skate park

SGB is lacking in recreational facilities for teenagers. A skate park with grass, seating area and jumps as opposed to a skate bowl on the road reserve adjacent to Helen St & Redgate rd would provide much needed infrastructure for our youth. 28.       Timber Walkway at Lookout

Construct a raised timber walkway for approximately 60 metres to go over the heavily rooted area. As many people use this path to get from the parking area to the trig station point, the raised roots have created a safety problem whereby people are prone to trip and injure themselves. Many older people have commented on the danger.

The bend on Orana Road leading to the bridge over Marshalls Creek should have traffic calming devices. One on the west side near Wirree Dr the other on the east or New Brighton side. This bend is a notorious accident site and should be regarded as a "black spot".

Ocean Shores has never had a proper playground for our kids, and we need one desperately. A decent playground would cost $300,000. The recent one built in Knox Park Murwillumbah cost Tweed Council $410,000. We need proper facilities here please.

1.  Thank you for the opportunity to contribute.

 

It would be disappointing to see the funds go on roads. That kind of infrastructure is surely part of councils planned works (and if I may say, responsibility) anyway? Whilst on that topic, guard rails along the path through the green corridor at start of Shara Blvd would increase pedestrian safety. Also, along path b/w the top of Redgate Rd and the current soccer field. Feel very vulnerable to traffic along both of those walks.

 

It would be heartening to see projects undertaken for our youth. The sport field is great. Perhaps a skate park could be added to that. Or near the shopping centre? Somewhere! Hope some playground equipment will be included at new sport field too!?

If our youth are taken care of, our future is taken care of!

2.  I am writing to express my desire to have the surface of Coomburra Cres, Ocean Shores, replaced.

 

I saw the card from your office to ask us to get involved with your survey, but it was unclear how to add my interest when there was already a "pin" on Coomburra "Drive" (they incorrectly named it this instead of Cres).

 

I think it important to also resurface Wahlooga Way, and possibly a short section of Yamble Drive (between Coomburra Cr and Wahlooga Way), so that residents have a smooth surface for this through-way to get to Orana Rd. This is the route that everyone must take in order to get out of our neighbourhood and out the Brunswick Valley Way. It would be rather pointless to beautifully replace Coomburra Cr and then leave Wahlooga Way littered with potholes.

 

Also, as the curbs in Coomburra Cr are broken and generally in a very bad way, will these be replaced when the road is resurfaced?

 

Coomburra Cres recommended in report to Council other roads are not.

3.  As part of this allocating of new available “Roadhouse” land sales funds (see attached a request for ideas from council), is it possible to have funding finally allocated to this safety work on Coolamon Scenic Drive. We have waited enough time since the recommendation was made by the traffic committee.

 

Additional traffic has since been directed our way with new tourist signage. It would have been more sensible to do the line marking before the signposting was erected.

 

Please advise what is to be done.

I would like to submit the following suggestion for the north Byron Shire infrastructure funding:

 

Build a pipeline along the Brunswick rail corridor to take the treated effluent from West Byron STP and pump it into the Simpson Creek which feeds into the Brunswick River (the track could still be used if the rail line were to be reinstated in the future). This is of high priority due to the increased flows of treated effluent from the WBSTP not being matched by reuse, as was a condition of the EIS, and council's inability to deal with this since the upgrade.

Option 2 provides for funds for a South Golden Beach Hall Playground.  Where Council resolve this option, detailed consultation on design and position will be undertaken, leading to the option of planning for a future skate park within the adjacent road reserve.

Detailed constraints mapping of drainage and services is needed to inform design and costing of a skate park at this location that will inform funding to be sort.  Establishing this as a project will need allocation via Councils budget process / contributions plan.

Response: Funding from the allocation of the former ‘Roundhouse’ sale has not been considered as a short listed project. The Brunswick Head River is a Crown managed waterway.  The main arm of the Brunswick River was dredged in 2015.  Council will consider the effect of sedimentation of the river when it completes the North Byron Flood Risk Management Plan; when completed and adopted, the plan may provide actions to be undertaken.
