1. Background
The former ‘Roundhouse’ site has a long standing history that dates back several decades.
The Land was originally part of a dairy farm, but from around 1969 was used as a sales office for the Ocean Shores development and accommodated a sixteen sided circular building – the “Roundhouse”.
The Land was zoned Special Uses 5(a) – Community Purposes under Byron Local Environmental Plan 1988 (LEP 1988) and on 27 July 1990 the Land and Environment Court ordered Council to compulsorily acquire the Land. The land was acquired by Council on 26 July 1991 and the building demolished in 1993.
Rezoned to 2(a) Residential Zone in July 1996, the site was then reclassified ‘operational’ land in March 2002. Development consent for subdivision of the land was granted in April 2003. In July 2014, the land was zoned R2 Low Density Residential under Byron LEP 2014.
Subdivision works consequently commenced and were completed in 2014. The blocks were sold at the end of 2015.
The ‘Roundhouse’ house land asset has been part of Council's Financial Sustainability Plan for the past four years. Developed to restore Council’s long term financial sustainability, the plan reviewed how assets can be better utilised to either release funds into new infrastructure projects or retire debt and save the interest
For many years, the north of the Shire has needed upgraded infrastructure and following the state governments Fit for the Future reforms, Council resolved to reinvest the net income from the land sales back into community assets primarily in the north of Byron Shire.
Net income from the land sales was $3.8 million, of which $0.8M will be spent on new projects and $3.0M on asset renewal projects, north of Brunswick River.
Of the $3.8M:
· $466,700 has already been allocated to the pavement renewal of Kolora Way between Shara Boulevarde and Nathan Court
· $467,268.05 has already been allocated to the new works of the North Ocean Shores Sports Fields
Council at its meeting on 25 February considered a report on how the balance of the funds could be spent and resolved:
1. That the community be invited to consider the following:
a) a shortlist for renewal works as seen in Table 2.
b) 2 options for the proposed $330,000 budget which will include:
- option 1 Waterlily Park Playscape $330,000; and
- option 2 Fern Beach Playground $59,000, South Golden Beach Hall Playground $59,000, Waterlily Park Playscape $100,000 and Devines Hill board walk and amenity improvements $112,000.
2. That the results of the community consultation be reported back to Council.

3. Consultation approach
Byron Shire Council carried out consultation from Monday 11 April to Monday 9 May, 2016. The purpose of the consultation activities was to inform the community and local residents on the thirteen shortlisted renewal projects options and to provide the community and stakeholders with the opportunity to provide feedback.
The consultation objectives were to:
1. Build relationships with stakeholders in the north of Byron Shire.
2. Encourage residents in north of Byron Shire to review the Council prioritised works shortlist and provide feedback on their support or other recommendations.
3. Work collaboratively to arrive at a list of priority projects to expend the funds derived from the Roundhouse land sales.
4. Encourage the use of and commitment to community facilities and spaces by including local stakeholders in the planning processes.
4. Consultation activities
Community members were encouraged to provide their feedback, leave comments and make submissions at the information stands, online or via mail, email or phone contact with the project team.

5. Consultation results
During the consultation period, Byron Shire Council received 5 submissions from community members via email, phone and mail. A total of 257 online budget allocators were completed and included 172 issues were raised in the submissions received. The online budget allocator allowed the community to spend up to $2.86 million out of a potential $4.9 million. Plus, 5 brainstormer feedback suggestions and 32 map pinpoints suggestions were received.
When reviewing the issues, it is important to note Byron Shire Council will take into account the status of the road asset, its respective renewal priority and community feedback in order to help arrive at a preferred outcome to allocate funding.
5.1 Playgrounds and Open Spaces – quantitative results
From a quantitative perspective, community feedback has shown that the preferred $330,000 spend on Playgrounds and Open Space should be allocated to Option 2 with the funds spread over a number of projects (refer Chart 1) with 75% of the respondents choosing this option.

5.2 Road Renewals – quantitative results
On the issue of Road Renewals, the results were considerably closer with support for the eleven short listed projects ranging between 7% and 11% (refer Chart 2 below).

Balemo Drive Ocean Shores should be under consideration for a serious upgrade. It was torn apart by the heavy-vehicles using it as an access road during the highway construction and has not been fixed properly since. The subsequent pothole damage made worse by repeated heavy rains and continual patching is ridiculous and dangerous, as are most if the main arterial roads throughout ocean shores. |

I read the NSW government has committed $37 million to pathways and cycleways in NSW, including Northern Rivers. I live in Ocean Shores, where it is impossible to walk anywhere except down Raja Rd to the shops. We are desperate for a pathway along Warrambool Rd to the beach, or even to Devines Hill. In Ocean Shores, you have the choice of walking on the road or walking on what is usually a very boggy greensward. This could be such a healthy place to live if it had walking paths. It would also increase the friendliness of the community, rather than watching everyone drive by in cars. It is time to make walking a priority in Ocean Shores. Then the road would be used less! |

Council's highest priority for infrastructure works in 2003 was cycleways to provide active transport across the Shire, and you completed a Bike Plan in June 2008. If you're truly sincere in providing proper playground facilities in Ocean Shores, then you need to link the RTA cycleway from Brunswick Valley Way, along Balemo Drive (eastern side) and continuing along Orana Rd, (including a road crossing at the entrance to Waterlily Park) continuing along Orana, turning right down Yengarie/Rajah Rd to the Ocean Shores Shopping Centre. Our rates and roads2recovery should be funding our road reconstruction, NOT sale of Council properties in Ocean Shores. We would estimate the funding for these much needed cycleway to be $600,000 to finally provide safer, healthier active transport for the north of the Shire. |

With regard to option 2 playground options I would suggest that the Devines Hill board walk NOT be done and that the available funds be spent improving the cycleway from the South Golden Beach hall to the New Brighton Rd as this is a highly used cycleway which needs upgrading. The resurfacing of Beach Ave should also be done from the curb and gutter cut-off to the north to the levy crossing on Redgate Rd as this is the primary walking and cycleway used by all age groups in SGB. |

I have lived in Ocean Shores for over 20 years and in all this time we have not had an effective voice on Council and probably never will because of the influence of self interested minority groups who continue to divide the community to pursue their own "band-wagon"causes, the Roundhouse sale being only 1 instance of these peoples negative effect on progress within the community. Perhaps some of the money available could be used to set up a truly independent and democratic Community group although I fear that the current "politicers" would find a way of controlling such a body and it would therefore be ineffective. |

It seems all suburbs in The Byron Shire except Ocean Shores have footpaths. I would like to see a footpath along Balemo drive and Orana road connecting onto the footpath that runs along Brunswick Valley Way past the football field. Mothers need to be able to safely walk their baby in prams and children need to be safe near roads. Road maintenance is a basic council duty and does not add to our amenities. |

Didn't see the option in the budget but some sort of footbridge walkway connecting Rajah Rd to North Head Rd and the beach would be great. Also, as per my budget being massively under, I would go with both playground/amenities improvement options - full $330k playground for waterlily park, and the other $330k for the other playgrounds + lookout boardwalk improvements. priorities and just chose the cheapest. I did register to do my own budget
but the link didn't work and I don't have the time to muck around and get it
sorted so here I am. We live near the lookout at 20 Warrambool Rd Ocean
shores and cannot get internet! Seriously! Neither can our neighbours.
Apparently council has limited influence. Really? I find this absolutely
ridiculous. We pay our rates like everyone else but unlike most others in the
shire we have no internet option since Linknet went out of business at end of
January this year. This was mainly due to NBN rolling out... the irony?! NBN
won't be coming to our street for at least another 2 years. Absolutely not
good enough! I study online and work online. I end up at the library or at
WIFI cafes most days. Today I am in the library at Byron (which is only open
3 hours on Saturday!) which takes me away from my young family just so I can
get some work done. IT is creating a lot of stress in our family. We have our
mobile phone internet data which we can share with our computers and other
devices but it is painfully slow and usually I give up trying. Surely there
must be something that can be done. The reason our household and neighbours
cannot get service is due to a few trees being in the line of site to the
relay tower at St Helena. Wires Broadband AKA World Without Wires are happy
to speak with council and said that another relay tower or the trees being
removed would mean we (and our neighbours) could get internet. We are
thinking of moving but are trapped really as who wants to live in a house
without decent internet in this day and age??? |

Pedestrians and cyclists continuing along Kolara Way, are forced to step out onto the very narrow road before we can join the path again as the erosion around the creek has removed all trace of a path. My 3 year old son, fell into the swamp a couple of years ago, as I was doing my best to keep him on the extreme left side of the road. There is approx 5-10 meters where there is literally no path/ground for pedestrians to walk on. Peter Street is absolutely appalling. Whilst on holiday visiting family there, I tried to walk from Robin Street to Peter Street just as it became dark. I had my baby strapped to my body in a baby carrier as I figured this was my safest option considering the condition of the roads. Whilst walking I tripped several times in the many pot holes in the roads however one pot hole in particular on Peter Street brought me crashing down falling on top of my baby. My poor little girl received a severe cut to her head, and bruising and cuts on her left hand. I twisted both my knee and my ankle, rendering me unable to walk for the remainder of my holiday. I was hysterically upset knowing that I had hurt my little girl but also in much pain from my injuries. Byron Council are lucky that I have not pressed charges! |

The council's rate base from Ocean Shores/ South Golden/ New Brighton is huge. Spend OUR money here. There is a lot of anger in the community that council have sold our land (for less than market value), land that could have been a lovely park/ community space to fund short term road fixes that should be done anyway. There is plenty of money from our rates, so why not just fix our roads? Some of the roads, such as in South Golden Beach are worse than third world. We desperately need the roads fixed. Wouldn’t it be nice to include drainage, footpaths, and improved amenities along the way? You only have to travel as far as Tweed shire to see how nice a park/ beach/ walkway could be! |

It would be disappointing to see the funds go on roads. That kind of infrastructure is surely part of councils planned works (and if I may say, responsibility) anyway? Whilst on that topic, guard rails along the path through the green corridor at start of Shara Blvd would increase pedestrian safety. Also, along path b/w the top of Redgate Rd and the current soccer field. Feel very vulnerable to traffic along both of those walks.
It would be heartening to see projects undertaken for our youth. The sport field is great. Perhaps a skate park could be added to that. Or near the shopping centre? Somewhere! Hope some playground equipment will be included at new sport field too!? If our youth are taken care of, our future is taken care of!

2. I am writing to express my desire to have the surface of Coomburra Cres, Ocean Shores, replaced.
I saw the card from your office to ask us to get involved with your survey, but it was unclear how to add my interest when there was already a "pin" on Coomburra "Drive" (they incorrectly named it this instead of Cres).
I think it important to also resurface Wahlooga Way, and possibly a short section of Yamble Drive (between Coomburra Cr and Wahlooga Way), so that residents have a smooth surface for this through-way to get to Orana Rd. This is the route that everyone must take in order to get out of our neighbourhood and out the Brunswick Valley Way. It would be rather pointless to beautifully replace Coomburra Cr and then leave Wahlooga Way littered with potholes.
Also, as the curbs in Coomburra Cr are broken and generally in a very bad way, will these be replaced when the road is resurfaced?

3. As part of this allocating of new available “Roadhouse” land sales funds (see attached a request for ideas from council), is it possible to have funding finally allocated to this safety work on Coolamon Scenic Drive. We have waited enough time since the recommendation was made by the traffic committee.
Additional traffic has since been directed our way with new tourist signage. It would have been more sensible to do the line marking before the signposting was erected.
Please advise what is to be done.

4. To whom it may concern,
Build a pipeline along the Brunswick rail corridor to take the treated effluent from West Byron STP and pump it into the Simpson Creek which feeds into the Brunswick River (the track could still be used if the rail line were to be reinstated in the future). This is of high priority due to the increased flows of treated effluent from the WBSTP not being matched by reuse, as was a condition of the EIS, and council's inability to deal with this since the upgrade.

Playground & Open Spaces
Option 2 provides for funds for a South Golden Beach Hall Playground. Where Council resolve this option, detailed consultation on design and position will be undertaken, leading to the option of planning for a future skate park within the adjacent road reserve.
Detailed constraints mapping of drainage and services is needed to inform design and costing of a skate park at this location that will inform funding to be sort. Establishing this as a project will need allocation via Councils budget process / contributions plan.

Response: Funding from the allocation of the former ‘Roundhouse’ sale has not been considered as a short listed project. The Brunswick Head River is a Crown managed waterway. The main arm of the Brunswick River was dredged in 2015. Council will consider the effect of sedimentation of the river when it completes the North Byron Flood Risk Management Plan; when completed and adopted, the plan may provide actions to be undertaken.
