Cr Cameron (Chair) opened the meeting at 9.05am and acknowledged that the meeting was being held on Bundjalung Country.

Adoption of Minutes from Previous Meetings

 

Committee Recommendation:

That the minutes of the Heritage Panel Meeting held on 31 August 2017 be confirmed.

Committee Recommendation:

That the Heritage Panel receive a presentation about Byron Shire Council’s Code of Conduct.

Staff Reports - Sustainable Environment and Economy

Report No. 4.2             Presentation by North Coast Community Housing on DA 10.2017.474.1  Multi Dwelling Housing Consisting of Twenty Five (25) Railyard 1 Bedroom Dwellings (Under the Provisions of the State Environmental Planning Policy (Affordable Rental Housing) 2009): Infill Affordable Housing at 70-90 Station Street, Mullumbimby Development and Update on Heritage Grants

Committee Recommendation:

1.      The Heritage Panel thank North Coast Community Housing for their Presentation; and the following notes;

a)      Consider review of the exterior finishes

b)      Character in street front and how tied into character of opposite side of the street.

c)      Consider change of name from Railyard to Millyard.

d)      Lease or sale, question for council to consider including the retaining the equity in the units.

e)      Need for Holiday Let restrictions ?

f)       How does the development Aged demographic and those seeking affordable housing

g)      Conditions relating to Artefacts and Archaeological Assessment

h)      Consider the long term integration with the rail corridor given the masterplan guidance group discussion.
