Cr Sarah Ndiaye (Chair) opened the meeting at 9.45am and acknowledged that the meeting was being held on Bundjalung Country.

There were no declarations of interest.

 

Adoption of Minutes from Previous Meetings

 

Committee Recommendation:

That the minutes of the Public Art Panel Meeting held on 28 September 2017 be re-confirmed.

The recommendation was put to the vote and declared carried.

 

Note: the Public Art Panel Meeting held on 30 November 2017 did not achieve quorum.

 

Business Arising from Previous Minutes

 

Arising from the presentation made to the PAP on 28 September by the architect for the new YHA development in Byron Bay, it was noted by Panel members that the public art did not appear to be compliant with the Chapter D8 Public Art from the Development Control Plan (2014) as it was not visible from the street.

 

Committee Recommendation:

The Panel request further investigation of the use and compliant to development contributions in relation to the YHA youth hostel development and the apparent failure to comply with the presentation that was made to the Public Art Panel on 28 September 2017.

Committee Recommendation:

That development contributions accepted for Public Art are quarantined for Public Art and anything that contravenes this request needs to be presented to the Public Art Panel.

Staff Reports - Corporate and Community Services

Report No. 4.1             Byron Bike Rack Project in collaboration with Stone & Wood

File No:                        I2017/2090

 

The Public Art Panel are invited to the announcement of the winner which will be held at Stone & Wood premises in the Byron Industrial Estate from 5 – 7pm on Thursday 8th March 2018.

 

 

Report No. 4.2             Brunswick Nature Sculpture Walk - request for funding

File No:                        I2017/2091

 

Committee Recommendation:

That the Public Art Panel recommend to Council:

 

1.    to support the Brunswick Nature Sculpture Walk 2018 event by contributing $10,000 from the public art budget where Panel members will be consulted regarding the acquisition of a permanent sculpture for Brunswick Heads following the event.

 

2.    to note that the event will:

 

·       Enable established interstate artists to provide workshops for local sculptors and community

·       Curate sculptures, focusing on local and interstate sculptors whom work with environmental themes

·       Provides a good springboard for emerging artists

·       Was a well run event in 2015.

Report No. 4.3             Mullumbimby Sculpture Walk - request to develop an MoU with Creative Mullumbimby

Committee Recommendation:

That the Public Art Panel recommend to Council to develop an MOU with Creative Mullumbimby to develop a mutually beneficial partnership for public art in Mullumbimby.

Report No. 4.4             Byron Gateway Wall - request for funding

File No:                        I2017/2092

 

Committee Recommendation:

The Public Art Panel recommend to Council that considering the adoption of the draft Public Art Strategy and its stated focus resources on more permanent and sculptural works for the Shire that are well managed and require less ongoing maintenance:

 

1.    the proposal for the Byron Gateway Wall is supported in principle.

 

2.    the Panel do not support the allocation of funds to this project.

Report No. 4.5             Draft Public Art Strategy

File No:                        I2017/2093

 

Committee Recommendation:

That the Public Art Panel recommend to Council to endorse the draft Public Art Strategy and draft Public Art Policy and place them on public exhibition for 28 days, with any submissions to be reported back to the Public Art Panel.
