Outstanding Issues/Resolutions
Report No. 6.2 Request for Stop sign at the Intersection of Coolamon Scenic Drive and Possum Shoot Road File No: I2018/1399

Council is seeking concurrence from LTC for the installation of Stop signs and associated line marking and advisory signage at the intersection of Coolamon Scenic Drive and Possum Shoot Road.
Council proposes a Stop Sign and associated line marking be installed on the Possum Shoot Road leg plus intersection advisory signage, similar to those shown below, on Coolamon Scenic Drive and Possum shoot Road.

Committee Comments Peter Stevens: RMS supports the installation of the intersection warning signs and improved delineation. The installation of a Stop sign at this location is not supported, the geometry of the intersection does not meet the guidelines to warrant this regulatory sign. Sgt Michael Stewart: No issues from Police in regards to this matter.
Management Comments There were no Management comments.

Report No. 6.3 Event Road Closure - New Year's Eve and New Year's Day, Byron Bay 2018/2019 File No: I2018/1406

Council last year (2017) held the fifth annual ‘Soul Street’ NYE event which required a road closure of the main street of Byron Bay, being Jonson Street, between Lawson Street through to the car park entry at Railway Park just north of Marvell Street.
The key change for traffic management for 2017 New Year’s Eve was the introduction of counter-terrorism measures for ‘hostile vehicles’. Barriers were incorporated into the attached traffic control plans for this purpose. Some barriers were fixed (ie concrete) and others were flexible (Council has purchased several of the Modular Physical Barriers) to allow emergency and other vehicles access to the event site as required.
In order to allow enough time to place the concrete barriers, the road closure was moved forward to 6am on 31/12/17.
The same road closure is now sought for the 2018 NYE event to be held Monday 31 December 2018 utilising the previously approved TCP’s for the 2017 event with the closure to take effect from 6 am. The road closure would then be lifted no later than 7am on 1 January 2019.
Other closures are shown in Figure 1, such as securing of Council owned and operated public car park (Lawson Street south car park) for participants of the event only (e.g. stall holders) and provision of an emergency vehicle access route under guidance of traffic control personnel positioned at sites 2 and 3. Removal of parking from streets (as per dotted red line) from 6am will also occur as will traffic control personnel which include two at each of the sites (1, 2 and 3) as per previous years, but with an additional two personnel located at the roundabout at the intersection of Fletcher Street & Lawson Street. Traffic control personnel will be rostered.

Figures 2 & 3 provide details on the role of the traffic controllers to be positioned during the day at sites 1, 2 and 3, noting when two personnel are at each site they will assist with control of pedestrian and vehicle movement at the roundabout at the intersection of Jonson St & Lawson St. Figure 2 – TCP for Site 1 and Site 2 Figure 3 – TCP for Site 3
It should be noted the road closure impacts on local taxi and bus operators and interstate coach services. As in the past, these stakeholders will be advised directly and accommodated where possible, noting this NYE the main bus/coach stop will be for taxi and smaller passenger service vehicles only while the bus/coach and larger vehicles will be provided for south of the main stop so as they avoid the turn-around south end of the road closure and can exit directly via Marvell Street. Both south and north bound vehicles can use this temporary bus/coach stop if they wish by detouring or alternatively (as local services do) use the existing southbound bus stop opposite.

New Year’s Day – First Sun Lighthouse Walk It is proposed to hold the very successful First Sun Lighthouse Walk event with approximately 1,000 people attending again on Tuesday 1 January 2019.
During previous events, vehicles parked on both sides of Lighthouse Road leading up to Cape Byron Lighthouse and pedestrians walked in large groups along the road. To minimise the impact on traffic flow, a traffic control plan (Figure 5) was developed for Lighthouse Road for the 2017 event and proved very successful in managing community safety. It is proposed to utilise the previously approved 2018 event TCP again for the 2019 event.
It is requested that the TCP for both the NYE & NYD events (2017/2018), be endorsed for implementation for the 2018/2019 events which includes the temporary road closures described above in Byron Bay, to be held Monday 31 December 2018 and Tuesday 1 January 2018.

1. That the Local Traffic Committee supports:
a. Council's temporary traffic management initiatives for the Soul Street New Year's Eve event to be held in Byron Bay and approves the temporary road closure of Jonson Street, between Lawson Street through to the car park entry at Railway Park (north of Marvell Street), from 6am on Monday 31 December 2018 and its removal by no later than 7am on the Tuesday 1 January 2019.
b. Council’s temporary traffic management initiatives for the First Sun New Year’s Day event to be held in Byron Bay and approves the temporary road closure of Lighthouse Road from Brooke Road (The Pass), from 3am to 8am on Tueday 1 January 2019.
2. That the approval provided in Part 1 remain subject to Council endorsement of the event prior to implementation and is subject to the following requirements:
a. traffic control plans are designed and implemented by those with the appropriate NSW (RMS) accreditation;
b. advertising is undertaken in accordance with the Roads Act, including the publication of a map and explanatory notes in a local newspaper and on Council's website;
c. the letterbox drop of properties adjacent to and prior of the Jonson Street closure and Bay Street, Marvell Street and Byron Street parking changes; and
d. all parties involved in Council's NYE events hold, or least covered by, appropriate and relevant levels of insurance and public liability cover as required by Council. (Cameron/Stevens) Smith, Cameron, Stewart and Stevens voted in favour of the motion. Nil voted against the motion. |

Report No. 7.1 Middle Pocket Road Petition File No: I2018/1299

SUMMARY Council received two petitions in early 2018 as follows : 1. Pocket Road Petition – dated 29 January 2018 and 2. Middle Pocket Road – dated 18 March 2018.
Council resolutions 18-236 and 18-261 address Council’s position in relation to the petitions.
This report has been prepared to finalise matters raised by Council Resolution 18-261 in relation to the petition regarding the Middle Pocket Road.
BACKGROUND . In relation to the Pocket Road, a report was prepared for Local Traffic Committee meeting on 20 March 2018, namely I2018-204 Pocket Road Petition – Speed Zone Review and Regulatory Signage
In relation to Middle Pocket Road, a petitions report was prepared for Council’s Ordinary meeting on 19 April 2018, see attachment I2018-496 Report 19/04/2018 Council Middle Pocket Road.
As a result of the petitions report to Council, Council resolved the following:
The Middle Pocket Road petition has been reproduced below and is attached, see E2018/21275. The petition states:
“We, the residents of Middle Pocket Road, wish to bring to your attention again:
The appalling negligence and duty of care of Middle Pocket Road. This has been tolerated for over 45 years or so. We are calling on something to be done about the Road damage, inadequate drainage and potholes upon potholes on Middle Pocket road. The neglect has brought about a vast increase in car maintenance due to abnormal wear and tear on our vehicles. The council have admitted Middle Pocket Road is in need of a new road but constantly waist money adding to the bumps with an inefficient pot hole top up occasionally. This washes away immediately the rain comes because the drains are higher than the road on most occasions and is not being addressed seriously and adequately. The council tick the “Done Box” and we are still left with the damage a week later. The reasons stated from the council is because there are not enough funds so the false economy continues. This is not a good enough excuse, especially when there have been numerous accidents and some near fatal, due to having to avoid large pot holes for miles.
The abhorrent condition of this road is regularly compromised because of flood damage that has not been addressed adequately. We as residents of Middle Pocket Road are now all seriously compromised.
Our plea is to encourage you to fix this road and refund all mechanical bills that we have occurred such as: shock absorbers, suspension rebuild, breaks, tires, realignments and so on…not to mention damage due to falling branches and over hanging trees. The turnaround point at the end of Middle Pocket Road for the garbage truck, the school bus, semi trailers and other large vehicles is a nightmare.
We the rate payers are tired of miss spent, miss managed public money. Byron does not need more Palm Trees and we need to be safe and not be bombarded with an abnormal amount of mechanical fees.
We shall await your feedback, if the council cannot manage its finances to keep its residents safe, then you must appeal to for funding from state and Federal Government as this is a life and death situation”.
The petition relating to Middle Pocket Road is provided to the Local Traffic Committee to note as required by Council Resolution 18-261.
In accordance with item 2 of resolution 18-261, the matters relevant to Local Traffic Committee have been previously addressed by the Local Traffic Committee when considering the petition for the Pocket Road and in this regard, previous advice provided to Council from the Local Traffic Committee meeting of 20th March 2018 was reported to Council in the Ordinary Council Meeting of 19th April 2018 where the Council resolved as follows:
18-236 Resolved that Council adopt the following Committee Recommendation(s): Report No. 6.3 Pocket Road - Petition - Speed Zone Review and Regulatory Signage File No: I2018/204
Committee Recommendation 6.3.1 That Council: 1. Approve the use of intersection signage and line marking at the Pocket Road, Moffatts Road and Middle Pocket Road intersections as warranted.
2. Approve “Caution: Driveways” signs to be implemented along the Pocket Road as warranted.
3. Consider the allocation of $4,000 to carry out the works in the 2018/19 Capital Works Budget.
4. Refer the application for a speed zone review to the RMS. (Richardson/Cameron)
Accordingly, the Local Traffic Committee is requested to consider and support the installation of appropriate regulatory and/or advisory signage on the single lane causeways on Middle Pocket Road.

Committee Comments Peter Stevens: We raise no objections in principle to 7.1, however, RMS wish for all regulatory signage be referred to the committee for review when the scheme has been developed by council.
Sgt Michael Stewart: No issues with Police in regards to this matter.
Management Comments Should regulatory signage be considered appropriate for these causeways, details will be provided to RMS for comment prior to installation as requested by RMS.

That the Local Traffic Committee:- 1. Note the content of the petition in relation to Middle Pocket Road as required by item 1 of resolution 18-261 and resolution 18-236 of 19 April 2018 which addresses matters applicable for consideration by the Local Traffic Committee.
2. Support the installation of appropriate regulatory and/or advisory signage for the single lane causeways on Middle Pocket Road.
