Minutes of the Public Art Panel Meeting held on Thursday, 11 October 2018

PRESENT:   Cr J Hackett, Cr S Ndiaye (arrived 9.40am), Cr S Richardson

Invited Members:   Peter Wood (Arts Northern Rivers)

Community Representatives:   Rick Molloy, Julie Lipsett, Matthew Baird, Denise Napier, Jack Dods

 

Peter Wood was elected Chair for the meeting and opened the meeting at 9.05am and acknowledged that the meeting was being held on Bundjalung Country.

 

Apologies:

 

Apologies were received from Kellie O’Dempsey and Kelly Reiffer.

 

Declarations of Interest – Pecuniary and Non-Pecuniary

 

Cr Richardson declared a non-pecuniary interest in Report 4.2. The nature of the interest being that one of the shortlisted artists is a personal friend. He elected to leave the room for discussions.

 

Adoption of Minutes from Previous Meetings

 

Moved:

That the minutes of the Public Art Panel Meeting held on 3 August 2018 be confirmed.

Business Arising from Previous Minutes

 

Some concern was raised from Panel members about the change of material for the Bayshore Drive Roundabout public art project. Further information to be sought from the artist and provide to Panel members.

 

 

Staff Reports - Corporate and Community Services

Report No. 4.1             Railway Square Public Art project in collaboration with Plummer and Smith

File No:                        I2018/1786

 

Moved:

That the Public Art Panel recommend to Council grant the preferred artist the commission for the Railway Square Public Art Project and that before the document is provided to Council for adoption it reflects the final design only.

Cr S Ndiaye arrived at 9.40am and took the role of the Chair.

 

Report No. 4.2             Bus Shelters Public Art Project

File No:                        I2018/1790

 

Moved:

Regarding the commission for the Bus Shelters Public Art Project, the Public Art Panel recommend to Council:

 

1.       that none of the artist submissions is accepted and that Council write to the           artists to thank them.

 

2.       that the Panel’s sub-committee on this project, work with staff to provide some     examples to Council      similar to those presented to the Panel meeting with    suggestions to modify panels to incorporate artwork.

Report No. 4.3             Public Art in development - Mercato

RECOMMENDATION:

That Council note that the Public Art Panel provided feedback and comments to the planner  and representatives of the Mercato development about the proposed public artwork and that endorsement was provided for the concepts presented of the ‘feather’ seat in the public domain and the second piece of canopy art at the side of the building.

 

 

Report No. 4.4             Update from Creative Mullumbimby (MOU)

File No:                        I2018/1791

 

Moved:

That the Public Art Panel recommend to Council that in principle support is provided for a new sculpture for Mullumbimby Sculpture Walk         – ‘Elevate’ by Ellen Ferrier, however before recommending approval for the sculpture, that engineering and structural designs be provided with the height risks resolved and that these be provided to the next available Public Art Panel meeting.
