Minutes of the Public Art Panel Meeting held on Thursday, 29 November 2018

Cr Ndiaye (Chair) opened the meeting at 9.15am and acknowledged that the meeting was being held on Bundjalung Country.

Adoption of Minutes from Previous Meetings

 

Committee Recommendation:

That the minutes of the Public Art Panel Meeting held on 11 October 2018 be confirmed.

Business Arising from Previous Minutes

 

Two items:

·         Bus Shelters

·         Opening of Bayshore Drive Roundabout Sculpture

 

 

Bus Shelters

 

Council considered the Public Art Panel minutes from the 11 October meeting, at the Council Ordinary Meeting on 22 November (last week). Part of the report included consideration of the Bus Shelters project. Council resolved (18-769):

That Council:

a)      Council select the two shortlisted bus shelter designs from attachment 2: NWR Shelter (Asco) and Shelter Transit Byron 3 Bay (Moodie Outdoor) that will:

i)          Standardise the replacement of over forty bus shelters throughout the Byron Shire as funding becomes available.

ii)         Allow flexibility for Council officers to choose the best bus shelter to suit the location and dimensions of each bus stop with the priority being that the choice of shelter is capable of providing decent protection of users from sun, wind and rain.

b)      Delegate the choice of a colour pattern to be used in the two shortlisted bus shelter designs to the Public Art Panel.

c)      Council request quotes from each of the three shortlisted artists that responded to the Bus Shelter Pubic Art Project Expression of Interest to provide a design for artwork that can be stencilled into a durable material for incorporation into the Bus Shelters.

 

Public Art Panel members discussed the colours and pattern options and selected from the Dulux Powder and Industrial Coatings range: Anotec Mid Bronze (matt) as the preferred option, with Anotec Dark Grey (matt) as the second option if the first is unavailable for any reason.

 

Bayshore Drive Roundabout Public Art Project opening

 

The Bayshore Drive Roundabout construction project is nearing completion and the sculpture will be installed from the 10th December. The project is on track to be opened prior to Christmas.

 

The preferred time and date for a media launch is 9.30am Monday 17th December with either the Mayor or Cr Ndiaye as Chair of the PAP to preside. Once the date and time are confirmed, an invitation is to be sent to all Public Art Panel members.

Report No. 4.1             Public Art Strategy - Progress Report

Committee Recommendation:

That the Public Art Panel:

 

1.       Notes the report of progress of the Public Art Strategy since its adoption in August 2018.

 

2.       Endorses the projects for 2019, being:

 

          a) Review the Public Art Guidelines and Criteria considering the updated Public Art Policy, new Public Art Strategy and noting these Guidelines were last reviewed in 2014.

 

          b) Develop a conservation and maintenance framework for existing Council-owned        public artworks across the Shire including listing these as assets of Council on       Council’s Asset Management System.

 

          c) Undertake a priority public art commission as outlined in the Strategy once budget    allocation and capital works programs have been confirmed.

Report No. 4.2             Sculpture Acquisition for Mullumbimby Sculpture Walk

Committee Recommendation:

That the Public Art Panel recommends to Council to approve the new sculpture for Mullumbimby Sculpture Walk, ‘Elevate’ by Ellen Ferrier and requests the final engineering and construction drawings be circulated to the Panel prior to fabrication and construction.
