Cr Cameron (Chair) opened the meeting at 11:36am and acknowledged that the meeting was being held on Bundjalung Country.

Adoption of Minutes from Previous Meetings

Report No. 3.1           Minutes from Previous Meeting held on 18 March 2021

RECOMMENDATION:

That the minutes of the Heritage Panel Meeting held on 18 March 2021 be confirmed.

Note: The minutes of the meeting held on 18 May, 2021  were noted, and the Committee Recommendations adopted by Council, at the Ordinary Meeting held on 27 May 2021

Staff Reports - Sustainable Environment and Economy

Report No. 4.1           Heritage Panel Member Updates

Committee Recommendation:

That the Heritage Panel:

 

1.    Notes the member updates.     

 

2.    Notes the general discussion on the relocation of heritage and historical items from other areas into Byron Shire local heritage conservation areas.

 

3.    Requests staff to consider if amendments to the Heritage DCP can be prepared to address 2 and report to the next Heritage Panel meeting on possible options.

Report No. 4.2           Heritage Program Update

Committee Recommendation:

That the Heritage Panel:

1.  Notes the heritage program update report as presented by staff.

2. Requests staff to prepare an update report on LEP amendments for new and updated heritage items for the next Heritage Panel meeting.

3. Requests relevant articles be included in the Council e-newsletter to inform the community of heritage issues, grants, and application processes and good news stories as referred to in the report, from time to time.

Report No. 4.3           Discussion Piece - Heritage Act Review and Discussion Paper

Committee Recommendation:

That the Heritage Panel:

1.    Notes the discussion piece Heritage Act Review and Discussion Paper.

2.    Requests staff to make a submission regarding the discussion paper highlighting the following issues:

 

·           Support the streamlined process to encourage preservation of residential  heritage items.

·           Concern over the lack of detail regarding streamline processes for removal of state heritage listed items and seek clarification of those processes.

·           Note the need to include statutory provision to address minimum standard of repair and maintenance for items of local significance (LEP) (e.g. wilful neglect).

 

3.    Requests staff provides a copy of the submission to the Heritage Panel members at the next  meeting.

Report No. 4.4           Legislative framework for heritage items in NSW

File No:                       I2021/966

 

Committee Recommendation:

That the Heritage Panel:

 

1.    Notes the presentation update provided on the legislative framework that applies to heritage items in NSW.

2. Requests staff to send the link to State Heritage Inventory data base to Heritage Panel members.
