Cr Ndiaye (Chair) opened the meeting at 11.40am and acknowledged that the meeting was being held on Bundjalung Country.

 

Apologies:

Declarations of Interest – Pecuniary and Non-Pecuniary

 

Cr Richardson declared a non-pecuniary interest in Report 4.2.

 

Adoption of Minutes from Previous Meetings

 

Adoption of the minutes of the Public Art Panel Meeting held on 29 November 2018 was deferred until later in the meeting, and then not discussed due to time constraints.  Deferred to the next meeting.

Report No. 4.1             Progress Report - Railway Park Public Art Project

Panel Recommendation:

That an Extraordinary meeting of the Public Art Panel be convened within two months to make further decisions around this artwork.                                                                                                     (Ndiaye/Hackett)

 

Cr Richardson left the meeting for the next item.

 

 

Report No. 4.2             The Lighthouse Project - Bayshore Drive Roundabout

Panel Recommendation:

That this item be deferred to the Extraordinary meeting of the Public Art Panel to be scheduled as soon as possible.

Report No. 4.3             Public Art Guidelines and Criteria - review and update

Panel Recommendation:

That this item be deferred to the Extraordinary meeting of the Public Art Panel to be scheduled for the Railway Park project.

Report No. 4.4             Public Art Conservation and Maintenance

File No:                        I2019/473

 

Panel Recommendation:

The Public Art Panel:

1.       Noted the work undertaken so far to record Public Artworks in Council’s Asset Management System.

 

2.       Is to notify staff of any other artworks that may not be captured in the Asset Management System.

 

3.       Noted that a report will be provided to the next scheduled Public Art Panel meeting on 12 September regarding a proposed maintenance program and budget.

 

4.       Supported the proposed outcomes of discussions with the ‘curator’ regarding the Bangalow Sports Fields remaining sculptures which are:

a)     The two items noted in the agenda labelled 1255-ART and P409-Art-001 are not sculptures and can be removed by Council staff;

b)     The sculpture labelled in the agenda ‘P409-ART-552’ will be removed by the artist; and

c)     The sculpture labelled ‘P49-ART-584’ in the agenda will be taken by the artist for cleaning and repairs with the intention to make a further request to loan the sculpture and place it on loan in Bangalow Parklands.                                                                                                        (Dods/Napier)

 

 

Report No. 4.5             Brunswick Nature Sculpture Walk - outstanding matters

Panel Recommendation:

1.       That a decision on the sculpture ‘The Beast Within’ by Allen Horstmanhof, that was temporarily approved to remain in situ following the 2015 Brunswick Nature Sculpture Walk event, be deferred to the Extraordinary meeting of the Public Art Panel to be scheduled to consider the Railway Park project.

 

2.       That the sculpture ‘Pandanus Seed People’ by Antone Bruinsma, which won the Acquisition Prize at the 2018 Brunswick Nature Sculpture Walk event, be approved to remain as a permanent sculpture.

 

3.       That if ‘The Labyrinth’ is not installed as per the previous approval provided by Council by the end of June 2019, the temporary labyrinth is removed.                                                          (Hackett/Wood)

 

 

Report No. 4.6             Mullumbimby Sculpture Walk - public art proposals

Panel Recommendation:

1.       That a decision regarding the sculpture ‘Germination’ be deferred to the Extraordinary meeting of the Public Art Panel to be scheduled to consider the Railway Park project.

 

2.       That the Public Art Panel recommend to Council that the requested financial contribution of $3,000 be approved to acquire the sculpture ‘UN RiNG’ and that the sculpture be accepted as a donation to the Mullumbimby Sculpture Walk and added to Council’s Public Art Asset Management Program.                                                                                                                              (Napier/Molloy)

 

 

Report No. 4.7             Public Art Proposal - Wall near McGettigans Lane, Byron Bay

File No:                        I2019/584

 

Panel Recommendation:

1.         That the applicant be thanked for their submission and informed that the Panel had decided not to proceed with a mural at this time.

 

2.         That officers be asked to investigate and report back on whether the wall is required in that location and why, or whether it can be removed.

 

3.       That further discussion around the possibilities for public artwork at this location be held at the September meeting.                                                                                                       (Richardson/Hackett)
